Abstract:
We present information on levels of disability, as legally-defined in UK legislation, by socio economic factors: age, sex, and partnership, educational, socio economic and employment statuses, using the UK Annual Population Survey (APS). We concentrate on the role of housing tenure, specifically whether accommodation is owned (including those with mortgages) or rented, distinguishing social renters (accommodation provided by local/central government or not-for profit organisations) and private renters (mainly from commercial landlords).
We show that rates of disability are about twice as high among those in the social rented as owner unoccupied sectors, with private renters being intermediate in level. These differences reach a maximum around the typical age of retirement, before declining at the oldest ages.
We discuss the structure of the UK housing market and pathways of access to different types of housing tenure that affect the socio-demographic composition of the alternative sectors. However, we find that such factors cannot explain the observed differences between housing tenures, which remain substantial after controlling for a range of other factors known to be associated with disability.
We consider mechanisms that may be responsible for these differentials and the future implications since they appear to be increasing overtime.
