Abstract:

Motherhood is a primary driver of gender inequalities, but it is less clear how it influences immigrant mothers’ integration into the receiving country. This paper examines how care responsibilities shape immigrant mothers’ labor market integration and investigates the underlying drivers of the childcare penalty between native and migrant populations. Analyzing data from the European Labor Force Survey for 11 European countries, the study finds that the childcare burden is a key factor contributing to the native–immigrant employment gap. Regional variations emerge: more mothers in the North work part time, while in the South they generally either work full time or are inactive. Unequal access to care facilities and part-time jobs for immigrants further exacerbates the inactivity gap, particularly in the early stages of migration. The study highlights the significance of traditional gender norms and the care and labor regimes in shaping integration patterns, and illustrates limited convergence in employment rates over time, particularly in the North. Targeted policies providing access to childcare facilities can significantly improve labor market outcomes for immigrant mothers, particularly in the early years of settlement. The findings emphasize the importance of family policies and care arrangements in promoting successful immigrant labor market integration.
