Abstract

To increase our understanding of how institutions determine whether fixed-term contracts (FTCs) act as a stepping-stone towards a prosperous career or keep individuals trapped in precarious employment, we compare employment trajectories of employees who entered the Dutch labour market before the 2015 legislative change with those who entered after this legislative change. Employment trajectories were constructed for employment quality, a latent variable summarizing information on (self-)employment status, income, receiving benefits and employment contract type. For this purpose, we apply a mixture hidden Markov model on unique register data from Statistics Netherlands. To better capture the role of institutions, we link our data to a dataset from collective labour agreements that includes detailed information on sector-level and company-level regulation concerning FTCs. Our results indicate the presence of eight states of employment quality as well as the presence of differences between the two cohorts regarding the states in which they enter the labour market.
